Walter Lantz Wiki
Woody Woodpecker laugh in Tom Thump 1958

George Pal and Walter Lantz were good friends, so George Pal put Woody Woodpecker into most or all of his movies. In Tom Thumb (1958) the Woody Woodpecker cameo is only an audio one.

Around 15 minutes into the movie, Tom Thumb wakes up in a doll crib. He then is greeted by the toys who all wish him a Good Morning. He starts to sing a song, "This Is My Song". When Tom is a one-man parade, surround by toys in a composite shot, the Woody Woodpecker laugh can be heard low in the sound mix.
